Over 30 states currently have policies to support the implementation of individualized college and career plans. Many more are implementing strategies to increase participation in AP, IB and other rigorous course offerings; or are implementing diagnostic assessments, vertical teaming and other professional development strategies to create a college going culture. Nevertheless, achieving the goals of these policies requires supporting students – not just with ‘college planning’ and information, but the development and implementation of individualized learning plans that incorporate student-level data in real time; and then capture meaningful data to inform state level policy-making. Minnesota Department of Higher Education partnered with Naviance to implement a college and career planning initiative funded under the US Department of Education’s College Access Challenge Grant program. Initiated in the Fall of 2008, the program now reaches 132 public schools.
New Jersey Department of Education has implemented Naviance as a pilot program designed to create a formalized plan and process that involves students setting learning goals based on personal, academic and career interests, beginning in the middle school grades and continuing throughout high school. In Colorado, over 70% of students are currently enrolled in Naviance to help implement the states ICAP or individual learning plan requirement.

Hutchinson Public School District credits college retention to use of Naviance Succeed. Hutchinson High School already had a very high percentage of graduates choosing college, but after using Naviance to build 4-year plans and increase communications, Hutchinson saw a 15% increase in the number of students who stayed at their initial college.
